You can find many assets on the Substance 3D assets platform, and find some assets created by the community on the Substance 3D Community assets platform.

Saying "fully procedural" is no different than a material that adapts, through procedures etc, to the surface/model at hand. In Substance 3D Painter you can find a few assets you can start working with, so you can get started using the software quickly.
